Defense AI is only as reliable as the power behind it. Our recommendation to the Defense Innovation Unit was built on one idea: resilience. Secured compute, powered by sovereign behind-the-meter power.
Artificial intelligence is becoming part of how America defends itself. It helps analyze intelligence, plan logistics, maintain equipment and support decisions in real time. But every AI system runs on two things that are easy to take for granted: compute and power.
Keeping both running, no matter what, is a mission priority.
A national push for defense AI infrastructure
The federal government is moving decisively. In July 2025, the White House issued an executive order on accelerating federal permitting of data center infrastructure, directing the Secretary of Defense to identify suitable sites on military installations and competitively lease available lands for qualifying projects to support the department's energy, workforce and mission needs.
The services have acted on it. In March 2026, the U.S. Army announced conditional agreements for commercial hyperscale data centers at Dugway Proving Ground in Utah and Fort Bliss in Texas, and ClearanceJobs has reported that the Pentagon is planning to establish data centers on military installations across multiple service branches, a step toward making AI a permanent part of military operations.
A recommendation built on resilience
In August 2025, the Complete Financial Solutions team submitted a white paper to the Defense Innovation Unit, within the Department of War. Its recommendation was forward-looking: AI compute for the Department of War and for defense companies should be secured in a SCIF environment and powered by sovereign, behind-the-meter power.
The reasoning comes down to one word: resilience. AI that supports the mission should keep running whatever happens on the wider grid.
What "sovereign" means here
Sovereign, behind-the-meter power is generated on or near the site it serves, under the operator's control, rather than drawn from the shared grid. Paired with a SCIF, a facility built to secure classified information, it means both the data and the power behind it are protected.
Where AI Arsenals comes in
AI Arsenals, a portfolio company and strategic partner of Complete Defense Solutions, is working to put that recommendation into practice. Its focus is secured, sovereign AI compute for defense, along with the behind-the-meter power to run it.
The expertise in building AI data centers, standing up behind-the-meter power and evaluating power technologies belongs to AI Arsenals and the experienced advisors it has added, including senior leaders from major compute and telecommunications companies.
That secured compute isn't intended only for companies within our group. AI Arsenals expects to offer it to defense companies more broadly, as well as through modular, containerized secured compute for settings such as military bases, naval vessels and National Guard units.
The bottom line
As the Department of War builds AI into the heart of its operations, the infrastructure underneath that AI matters more than ever. AI Arsenals aims to help build it to keep running when the mission needs it most.
