Cheap drones and aerial threats have changed air defense. Meeting them depends on a deep base of American manufacturers, and the capital to help them scale.
Air defense is changing fast. Small drones, loitering munitions and other aerial threats are now part of nearly every modern conflict, and the Department of War is moving quickly to field new, affordable ways to detect and defeat them. Meeting that mission at scale takes a broad, resilient base of American manufacturers.
That is why air defense is one of the core focus areas of Complete Armory Solutions.
A national priority
The Department of War has made affordable counter-drone capability a clear priority. According to the Congressional Research Service, the department's counter-drone strategy is pursuing new lower-cost interceptors, gun-based solutions, electronic warfare and directed-energy systems.
The department has also announced site selections for a directed-energy counter-drone pilot program under the Fiscal Year 2026 National Defense Authorization Act, another sign of how seriously this mission is being pursued.
The Department of War is calling on industry
Under its Drone Dominance initiative, the War Department says it will bolster the U.S. drone manufacturing base and arm combat units with low-cost attack drones. Secretary Hegseth has described the program as built on a stable demand signal to expand the U.S. drone industrial base by leveraging private capital.
The department is also working to broaden the supply chain deeper down. It recently awarded a contract aimed at expanding the solid rocket motor industrial base, a critical part of the interceptors that air defense depends on.
Built by the sub-tier
The headline systems get the attention, but air defense runs on components: radars and sensors, electronics, interceptor parts, energetics, launchers and the ammunition that feeds them. Many of those parts come from small and mid-sized U.S. manufacturers.
Complete Armory Solutions focuses on helping capable American manufacturers in this space grow, so they are ready to support the Department of War's mission as demand increases.
Private capital, as the department intends
The Department of War has pointed to private capital as a key way to expand the industrial base. That is where we can help. Defense contracts rarely pay up front, so manufacturers often need capital to buy materials, hire skilled workers and expand production before they are paid.
As part of Complete Financial Solutions, a U.S. public company, an acquired manufacturer can access more cost-effective capital through the public markets, institutional funding groups and the more than a dozen investment bankers in our syndicate network.
More than hardware
Air defense systems are only as good as the people who operate and maintain them. That is why Complete Armory Solutions pairs its focus on weapons, ammunition and air defense with training and support.
What we look for
Across the group, we look for U.S. companies with roughly $25 million in annual revenue on the low end, preferably $50 million, up to about $500 million, with margins in the 10% to 20% range. In air defense, we pay particular attention to manufacturers with proven quality, the right certifications and room to expand capacity.
